ST. GEORGE'S, Grenada -- The view from almost any veranda in this mountainous Caribbean island is of a nation on the mend: Homes have been rebuilt, once-barren hills are again lush and sandy beaches are full of returned tourists.

''Things are really, really moving,'' said Anthony Thomas, a security guard and one of the first to qualify for U.S. aid to rebuild his house after Hurricane Ivan destroyed or damaged 90 percent of the homes on this island of 100,000 people. click on link above
