An interesting query....
I get the occasional request to reprint one or another of my reviews from various sources. I thought this most recent email I got was interesting. Dear Mr. Wagner, I don't know why this one seemed so unusual to me. Maybe I'm just being a little paranoid, because so much computer shenanigans have originated in eastern Europe and the former USSR. This site's been hacked twice (be glad you weren't the tech support person at my hosting service who took my phone calls on those) and my email's been spoofed once. That kind of krap is annoying. I Googled both the schools mentioned in the email and they both exist, though the magazine "Money and Culture" doesn't seem to have a web presence and I found a source telling me the Higher School of Insurance and Finance was denied accreditation. Still, I can't imagine what anyone would have to gain in Bulgaria by misappropriating one of my book reviews. And if this was somebody wanting to phuque with me somehow, why announce themselves in advance? So I tentatively replied, Thank you for your inquiry. I would be grateful if I could receive a copy of the most recent issue of "Money and Culture" magazine, perhaps with one of your business cards enclosed. In the meantime, you may certainly reprint my review in translation, as long as you include, of course, the proper copyright information along with the notice, "Originally published at the website SFReviews.net. Reprinted by permission." Many thanks for your interest. I hate to seem such a Nervous Nellie. But running a website will do that to you. Anyway, the idea of being translated into Bulgarian intrigues me. How they'll do some of the slang I use in that review boggles me.

I'm sure I speak for the overwhelming majority when I say that your suspicions on the matter are well grounded; however, for what it is worth, don't become overly jaded and distrustful of those who (at first glance) seem to be genuinely interested in your work.
