brake not stopping the bus

hello from california,
this week arrived a AEC RML with very poor brakes.
looking the system over i realize this is nothing i have seen recently and maybe simelar to a rolls royce system i seen at a frinds shop once. anyhow it does not stop but the wheel cylinders bleed fluid nicely. and a static test of the hydrolic pump reads 22000kpa. the componets have imperial tags on them dating 2003 and 2006. the pedal has a bit of pressure but only enough to hold the bus from rolling. i have nitrogen in my garage but dont know where to charge or if that is the problem at all. any advice welcome thank you david z.

David for a start have a read of the pages of the South Devon Railway and their work on RM 1872 on the main ROOF page. The RM brakes are essentially a hydraulic system and probably not like anything seen in the US and not like the RTs or Bristols that were exported to the US. The accumulators are not in part of the first line of braking, they are there to store/provide air/gas in the case of a compressor or engine failure.
