rinne's test

hi,
thisquesition has been itching me since someitime. when we perform rinne's and weber's tuning fork tests on a pt.(or anyone for that matter) we assesss the degree of hearing loss(in decibels) in terms of the frequency used(when rinnie -ve with 256 , mild loss; when rinnes -ve for 256&512 Hz , moderate loss; when rinne -ve with 256,512 & 1024 Hz, severe conductive loss) how do we relate the frequency with the hearing loss which essentially refers to intenstities.
